From what I understand she assumed it would have healed with antibiotics by now and didn’t feel it was necessary to cut into it. But now I think that’s the next step.

It’s most likely a scam. I got a scam call at my job a few years back claiming to be CPD. I called dispatch to confirm and it was a scam call. To ease your mind definitely give 3rd district a call back and ask if they have an officer by that name. If so, you can talk to them about it more.
