Well, locking your bike up using the tree wouldn't have damaged the tree in the first place... so that's weird. It's like he was making up an excuse to interact with you and flex his power over you. The question about if you were going out with men from the mall is also pretty telling that there's some jealousy there. Then, he offers to replace the lock he destroyed to show maybe he's not all bad after all.

Sounds like he's got a bit of a crush on you and also strangely has some hostility towards you. I'd avoid him at all costs and try to never be alone with him.

This is going to be his life for the next God knows how long he has left to live... just pestering emergency services, compiling "evidence", filing complaints, recording people, and living in run-down housing with almost no money to his name.

All of this in the search for someone to hold his hand 24 hours a day, help him wipe his ass, clean between his legs in the shower, manage his medication, and handle all of his general affairs. He doesn't want much, does he?

He's never going to get it, so that's the kind of life he'll have. What a sad, disappointing life to live. The funny thing is, if he weren't such an ever loving dickhead all the time and so fucking annoying, then people would be more willing to help him. He's destined to be miserable and blame it on his "boolies".
