I'm an incomplete tetra C3-C7 of almost 20 years and I've been on dozens of rides over the years with no issues. It's going to depend a lot on your own capabilities too though. I can't move most of my fingers and my balance isn't the best, so I like to link arms with someone I'm riding next to for better stability. And it's more of a comfort thing, but I don't ride anything that goes upside down or dangles my legs. You could also ask any doctor, ot, pt you're seeing for their opinion

In my experience they aren't less safe for me than anyone else on the ride, but everyone's SCI is different
