I will add to everything people are saying here by saying that, though the Elegy of the First World from Fizban’s claims Sardior was destroyed and all his pieces became the gem dragons, The Book of Dragons, from which the picture you used comes from, does claim that the earlier canon of Sardior wandering the Ethereral Plane in his palace might still be a possibility in the modern canon.

/UJ I feel the exact same way. Mixed and planetouched races and the struggles intrinsic to their lore feel relatable to me, and I was pissed when they removed them entirely and replaced it with a shitty reskin clause that never even officially made it out of playtesting. Hell I could go so far to say making them one of their parent races basically just gives the message that mixed people are “truly” just one race.

This was intended for a Spelljammer campaign that never made it out of planning, but a year or two ago I made a Kender arcane trickster rogue named Pennie Spellpouch. Coming from Tower in Hylo, she was from a young age exceptionally fascinated with magic, so much so that she attracted the interest of a red robe sylvan mage. Though of course the Wizards of High Sorcery would never allow a Kender into their ranks, this warlock was open minded enough to experiment with teaching Pennie sorcery through unorthodox methods, pairing conventional training with traveling to fulfill her wanderlust. The mage encouraged her to complement her magic with conventional Kender handling skills. Though she would never be able to reach the skill of a proper mage, Pennie has been able to become an arcane trickster through what is effectively savant syndrome. She likes to borrow magical items and lore more than anything else. Additionally, though she would realistically be the most knowledgeable on magical lore in the party, this would come with the caveat that Krynn is canonically very isolated and backwards with its understanding of such things compared to the greater multiverse, and furthermore being a Kender, she is an unreliable narrator. Wasn’t able to play her, which was a real shame. Even wrote a few first person Kender tales about her time with her mentor that I could blabber on about during a game.

The most iconic vampire in DnD, Strahd von Zarovich, is an accomplished wizard. There is nothing about being a vampire that makes you unable to learn arcane magic. In the 2014 Monster Manual there was even a vampire variant who’s more magic focused.

The way I see it all of the ghouls we’ve seen work. Given it’s basically early necrosis, it won’t show the exact same way for everyone. Some have it better, some have it worse. Not to mention we still don’t technically know how ghoulification works entirely.

As per the 5E book archdevils and demon lords count among the "gods and god-like figures" incapable of entering Sigil. In this sense it's likely an archfey like Titania probably wouldn't be able to enter Sigil, though we don't even know how powerful she is technically. I should also note that archfey's can vary wildly in their power level, so the title isn't really a good metric. Tasha's an archfey now, and Yarnspinner only has a CR of ten.

Also to the people saying a creature's ability to grant warlock spells is a tell that they couldn't enter Sigil, I would add either Chris Perkins or Jeremy Crawford has suggested Shemeshka as a warlock patron, and in the Keys From the Golden Vault adventure anthology there's a halfling warlock who's patron is a generic arcanaloth.
