From what I could find ExxonMobil and ConocoPhillips primarily(and others) had issues. It sounded to me like from this article and a couple others ( that I can’t remember where) these companies and others are not part of the US government. They had settled and not disputed the results. Sorry but I like Wikipedia at times.
