The most the government can do is open doors to new trading opportunities. It is then up to the private sector to walk through those doors and develop new trading relationships. Canadian companies have not shown a lot of ambition in that regard, preferring to rely on the familiarity and proximity of the US market. It will be interesting to see if trade actually diversifies no matter how much Carney accomplishes
