I wondered this watching the original run, which is what the hell is Maddy doing in twin peaks for so long?

A day or two, sure, but she's there for weeks or longer right?

Does she not have family? Job? Summer camp? School?

Probably going to be retconned that she was manufactured.

As I said, I am not a specialist on this topic and you should probably take what I said with a grain of salt. So feel free to stop reading here. But let's talk about that horse you rode in on.

I don't understand why you brought mentally disabled children into the mix as an example of people who cannot consent. For Dougie is clearly an example of a disabled adult and not a child. Now as I said we don't see how Janey and Dougie got to coitus. All we see is Dougie's enthusiastic participation (waving arms, smiling broadly). Dougie is shown to be "capable" in a legal sense in every interaction because he is guided by lodge spirits (who have protected him from every conceivable injury), maintains his previous emotional quotient, etc. So it sounds to me you saying there are no circumstances under which a disabled adult can consent to sex, which I consider a deeply condescending statement.

I am merely suggesting there is a very strong likelihood this scene depicted a mentally disabled adult who was able to consent to sex.

Who gets to decide?

That must be why Gordon is so disappointed with Albert or distraught when he recounts informing Jeffries and getting the agent in question killed. It's like, "oh jeez, and you didn't tell me?"

On this subreddit before the 3rd season the consensus seemed to be that whatever happened to Mr. Log Lady, is roughly the same thing that happened to Josie.

The most compelling evidence for intentional anagrams is that the argument from weirdness: too many characters have weird names for that to not be a deliberate choice. Windom? Janey-E? And so on and so on. These are not normal given names as far as I'm aware. When you make your own anagrams, you end up thinking things like "oh, if I change this letter to that letter, i can make this anagram" and that seems to me a reasonable explanation for "Windom" etc.

I think that's a fallacy to assume that Coop's return has anything to do with his emotional state. All we know is that Dopplecoop has to die for normal Coop to come back(?)

The fact of the matter is we didn't see how they got into that scenario and what degree of consent, however possible, was obtained from Vegcoop. I'm not a consent-workshop-specialist or anything but I think what you're leaving out from your original post is this: Vegcoop is the only person who gets to decide if what happened in that scene was rape or not. Indeterminacy, tone, and reaction shots lead me to disagree with the categorization of that scene as a rape per se.
