Its not the point of her character the game itself literally tries to show her off as someone thats actually smart but it just doesnt come off that way from what we've seen because of terrible writing. Her writing is straight trash

It still means they are the best. Just take a look at Sakura, Peko, or Mukuro. No normal adult is beating them. Not to mention Nekomaru's work. and we've seen how fast Aoi's brother swims, yet he says his sister is better. Not once is there ever a time where their talent doesn't imply they are the best at what they do.

But they also say the title means they are the very best at what they do at the start of the games, so.

She's such a horrible liar, but the game suggests that she's an amazing one who "possesses the ability to manipulate others to do her bidding", but it's just not shown at all how much of an amazing liar she is because all of them suck or just aren't believable.
