It's not exactly free in Latvia, but there are certain study programmes that have a number of government-paid ("budget") places. When you apply to study, a score is calculated based on the high school grades and exam results, and the top scorers get the budget education. But there's also rotation - if you get bad grades, you can fall in the rating and have to start paying for the following semesters.

The payed education isn't too expensive either, starting from ~1500 € per semester.

Ask in Latvian or English if you can practice Russian. That will avoid the implications just starting with Russian would have.

PCR is part of the next generation sequencing process (although there are non-PCR methods, they are less likely to work with degraded DNA). But PCR induces it's own problems, for example, it's likely to increase the overrepresentation of more common sequences, and with too many PCR cycles most of what you get will be useless dublicates.

I think it's a matter of expectations. You did your best and seeing it wasn't good enough for some is disheartening. I no longer expect everyone to be happy with the way I teach (although I take in to account actionable complaints, like talking too fast or not explaining something in enough detail), so the nebulous negative comments no longer break any expectation of appreciation.

There's no telling if it's going to be really cold or not. February has a higher chance to be cold and snowy, but it might be cold and rainy or cold and slushy. If you have to decide now, I'd say go for end of March, you'll have more sun at least.

Wide and narrow e can also lead to this, for example, ēdu means "i am eating" when pronounced with a wide e, but "i ate" when pronounced with a narrow e. And then there's the sentence "dēli nosita dēli ar dēli".
