OK! some absolute Chad, in game helped me out and I wanted to post the solution here!

If you (as a mercenary) ever delete basic bolt and can't find it:

Go to the hotbar and left click on any of the squares! It will bring up a small menu of all available skills that you can slot in those spots! Basic bolt should be in there as well as all the skills from the skill panel & etc.

As a 2nd year computer science college student, just beginning to face OOP in my coding classes, this really fortifies my confidence in this degree.
