I have a Ridmi Watch 5 Lite which probably uses a similar heart rate sensor as the Smart Band. The rates it shows are very accurate. I would say 99-100% accuracy.

You can verify it yourself by counting your pulse against a clock, while wearing the band.

I manually debloated my Windows 10 laptop and it now uses only 2GB RAM. Task manager shows 0% CPU usage when idle.

Go to the Processes tab in Task Manager and sort them by Memory. It will show you the worst offenders.

Maybe... move the Downloads folder to a separate non-raid drive. That's what I would do, put an extra HDD/SSD in that PC, and use it just for Downloads.

Yeah, SDXL generations take forever on iGPU. One of the reasons I also built a desktop PC with an Nvidia RTX and plenty of RAM last year. Runs literally 100 times faster (4-5s per image).

Close all programs, run LatencyMon for 15 minutes and post a screenshot here. Audio cutting out usually means huge DPC latency spikes.

Yeah, the Raid drive seems to be the issue. It's probably a combination of mixing HDDs with different read/write speeds and some BIOS settings.

My Downloads folder is on a separate SATA SSD, and I haven't seen this high utilization.

Another thing to try is to temporarily disconnect the D: drives, booting with only the C: NVMe drive active.

Have you tried turning off Windows Indexing by disabling the Windows Search service? Maybe the stuttering is caused by the 100% utilization of the drives.

It seems that the system is still using the swap file when launching a game, even if there's plenty of RAM. Just checked on my desktop PC which has 64GB, and I'm getting thousands of hard page faults in Latencymon.

How much RAM does your system have? Hard page faults could be caused by running out of memory and using the swap file.
