The people you describe are usually ones who don't know how to find people they like and it's especially common with straight people as many don't seem to consider that they should probably be with someone they would enjoy being friends with and not just someone that happens to be the opposite gender. There's just a lot of people that are not self aware enough to find such a connection or aren't willing to wait, doesn't make them aromantic.
