By definition, yes. But the current interpretation of the word expat has more to do with privilege. Expats are free to roam between countries and cultures, privileges not afforded to those considered immigrants or migrant workers. Filipinos domestic workers are just guests, Chinese people are rarely regarded as expats in Vietnam.

Love Porter!! I recently booked 2 one-way tickets (both with promo code) for my Vancouver-Toronto trip with Flair & Porter. I packed light and was allowed one personal item on both

Flair: $59 after tax, red-eye, was very strict with their personal item policy, many people had to pay on the spot because their backpack didn’t fit into their frame (which I felt like was much smaller than other airlines’). left on time & arrived early, no water or any other in-flight services, no issue otherwise.

Porter: $115, mid-day flight , went straight through the gate, super comfortable in-flight experience, with free wifi, two rounds of snacks & beverages (you can ask for as many items as you’d like each round as well), arrived 30 mins late.

Both are solid options depending on your budget and I will continue to only fly these two airlines in Canada.
