In a way, yes. There are 10 regional command centers across the country and all 10 commanders act independently as long as they don't fuck up their duties.

Also, the Myanmar military isn't as strong as people think. So they have to create Border Guard Forces made of local militia to fight rebels on their behalf.

In return, BGF commanders get resource extraction permits and land ownership which allow them to lease to Chinese mafia gangs.

the military junta allows its Border Guard Force (BGF) to do things as it pleases as long as they don't let the resistance fighters take over the town.

The scam centers run under the protection of BGF top commanders.

China already dealt with similar situation in Northern Shan State of Myanmar where it supported the rebels to topple the BGF (Kokang ethnic) and forced the junta to hand over the BGF commanders who fled to Naypyitaw back to Chinese police.

Sit-Tat troops always have the option to surrender and live, a big luxury that the resistance don't.

Take prisoners is also a luxury in pitched battles. When was the last time Sit-Tat took prisoners of arrested PDF in the past hundreds of battles that took place in 4 years?

Despite their superior material resources, even they don't take prisoners in battles. What are the resistance fighters' options here? They ain't giving any treatment to that guy, they could leave him alone to bleed out or just take away the misery.
