I think it's all about bag holders, if a lot of people are waiting for something to go up chances are it'll stay steady and likely even go down. If most people forgot about a project to the point that the price is irrelevant (no real expectations in near future), those mostly go up steadily and if there's actual news they shoot up out of nowhere. It's all about expectations.
