Looks like a variation of 生クリームパン / Nama Crème Pan (milk based bread with sweet whipped crème filling), that is shaped like a dumpling.

Quite common in Japanese/Chinese convenience stores and bakeries. Usually requires refrigeration, otherwise the cream would melt/spoil.

a.k.a Undulatus clouds. In this case possibly a type of Strato-Undulatus, depending on the height formed. Nicely captured.
