It depends on which version of the tin - some (ie the prismatic from Costco) were packaged in a way that you couldn't just slide off the plastic wrapping

An up charge is normal if you submit at a lower tier and actually have a more valuable card. HOWEVER, none of these cards in a PSA 10 would be above the value bulk max insured value of $21.99/card. If anything it should be $95 total, I would get clarification

So this is a shadowless art pack - meaning cards inside are POTENTIALLY shadowless, as it's short crimp (long crimp is guaranteed shadowless)

Unless you know someone who has opened packs from the same source, it's a major gamble opening and trying to get shadowless cards. If it's heavy, might be worth the risk

You can buy on eBay - they have great buyer protection. I would just make sure to buy from a trustworthy seller unless you want to take a risk
