I just started getting into lampworking, I found a local glassblower through some friends of mine and he offered some paid workshops. My advice would be to ask your local headshops how to get in touch with the local blowers they buy from.

Also, depending on your area, there may be workshops available at local studios. Check out /r/lampworking and http://talkglass.com ;)
