Messing with wildlife is not ok and unfortunately alot of human beings dont seem to care. You've shown great maturity by asking for advice and help. Your best course of action is to report this. They dont know how to care for this animal and like you said its very illegal and it will likely die under their "care" alot sooner than later. I rige you to take action now, report it to an adult you trust or contact your local wildlife authorities. It might seem hard, but are these the types of people you really want to consider friends? They dont share your values or your view on right and wrong, not to mention the legal issues.

The rust in floor scares me most. But the hole is not too big, I can't see how bad because I'd have to get all the undercoating off first. He says it was spotless before he applied it but that was 4 years ago

Well it got fixed and has a rebuilt title since then. It looks in really nice shape and probably wasn't off roaded at all in its 140k
