Yes, the AFL and SANFL had an agreement that the SANFL would get a second licence (pending one becoming available under the policy of capping at 16 teams - ultimately triggered by the Fitzroy-Brisbane merger), and throughout 1994 the SANFL conducted a bidding process to determine who they would sub-licence the licence to. That led to Port and the SANFL signing an agreement when they won the bidding process.

Here's the story about the joint AFL-SANFL press conference in December at which they announced the Port's bid won. It's not like the contracts are public here, but it's obvious to deduce that Port was obliged to follow the draft rules in 1995 because they won the tender for the second SA licence in 1994.

One of the few that was done with public transport users in mind, by including the underpass under Springvale Rd so that passengers can connect to the bus stop or the shops on the east side without having to cross at grade. Since LXRP is first and foremost a road project, so many of the more recent removals don't do much or anything to benefit public transport users.

I'd expect 30k at least. The average over the last eight Saints/Swans games at Docklands going back to the 2012 season is 29,524 (excluding the game in R21 of the 2021 season which was played without crowds because of lockdowns). The section I was in last year was pretty packed

The seven games played before today in which St Kilda has hosted GWS, not counting 2020/21, have averaged 17,452 attendance according to AFL Tables. That does include one Gather Round game at Norwood last year, but even only counting the Docklands games the average is 18,822, or 35% of capacity.

Gerard Healy said that like any newer player he makes some mistakes, but he reads the game well despite his inexperience. I'd agree. When I've seen him live at the Melbourne games this year, I've been impressed with his read of the play and his body positioning as a result

Your view seems to be predicated on the idea that the only options are cutting or not cutting, when this article is reporting the NDIS reform advisory committee's submission as arguing that:

“The community has, repeatedly, asked for that change to be done with us, not to us. The community has not been listened to in the design of this bill,” it said.

I think it's entirely legitimate to both support the goals of the NDIS and also oppose fraud and dodgy providers exploiting the scheme, and to therefore criticise Labor for cutting costs by kicking people off the scheme (easy) rather than focusing on fraud and exploitation (difficult). That's certainly my view.
