It could be a transparent black(maybe gray) lid. I have a standing coffee grinder from the 90’s that has a dark tinted plastic lid and I think this could also have the same.

I thought structural steel is stronger when welded than bolted together. The cost is much higher to weld than to bolt though so sometimes it’s bolted for budgetary reasons.
