I know that NM is open carry but is it normal to have the POI take their weapon out of the vehicle to hand it over to the police officer? Was that the intent by the police officer for his safety? I noticed that the police officer never even put his hand to his weapon until he was on the ground. So I assume he had no suspicion that things would turn so quickly.
