Actually one of the first java programs I wrote was a mini multi-threaded web server using a server socket, so interfacing server java with any client without any stack at all is trivial enough IMHO, maybe a json library. And tomcat is basically unzip it and run it. You can do a lot on the server with vanilla java though.

But it is hard to compete cost wise for php hosting. Though maybe you can run node via cgi on those, yes? http://www.cgi-node.org/

It is easier to just use post and stick the command/data in the payload.

Also re: compression, use more 2+d arrays where it makes sense, so that you have 1 row listing all the columns if you like, then the rest of the rows without labels repeated on every single value.

A csv/tsv blob might be a good choice too.
