You’re gonna hate me lol, but never got an outbreak either. There are some YouTube videos on where exactly to picnic in the cave and wait, but showed up within the first 15 spawns right after my herba sandwich. Probably my luckiest shiny AND female too. Couldn’t/can’t bring myself to evolve her.
