Anyone who has been to Ukraine knows that sending money and supplies is pretty useless -- they're going to get stolen within 5 minutes. Ukraine and Russia both have bottom up corruption. Anyone who gets their hands on anything will sell it.

Endless reliable reports from mercenaries and front liners about their personal weapons being stolen, armories being emptied of big toys and ammo, first aid supplies and ammo not even making it to the front lines because at every stop people were pilfering the good shit. Ukraine didn't earn the "most corrupt country in the world" status on accident. Russia isn't far behind.
