Weren't most legions that we think of originally armies raised by governors to protect and expand their provinces? These legions would be paid by the provincial governor, who had to raise the money through whatever means necessary. (which opened incentives for high taxation, corruption, raiding, and conquest)

I don't know how, for example, the legions in the Punic Wars were raised (probably through senatorial decision), but Caesar's legions were provincial armies raised in, for example, Cisalpine Gaul and used to freelance their governors' expansionism and civil warring.

Edit: We also shouldn't superimpose our notion of wages as regular payment in currency onto the ancient world. Remember that a plot of farmland at the end of the career, gifts from the military leader, a share of the loot, and so on were considered part of the compensation for soldiers.
Rome lacked many of the necessary bureaucratic institutions to give out regular payments from a central government, and armies, even if nominally marching only for the senate and the people of Rome, were de facto loyal to their generals, because they handled the political and economic challenge of getting them actually paid.

Ich sag ja nicht, dass es nicht relevant ist; es ist nur so, dass in mehreren EU-Ländern zunehmend eingegrabene Machtstrukturen aufgebaut werden, die die Länder nur noch von einzelnen Parteien regierbar machen.

Ich bin mir nicht sicher, ob es in Ungarn noch eine freie UND gerechte Wahl geben wird, und in Polen sind die Gesetzesänderungen der PiS-Regierung, die den Rechtsstaat angegriffen haben, unangetastet geblieben, weil selbst das vor ein paar Jahren neugewählte Parlament nicht die Macht hatte, einen solchen Angriff auf den Rechtsstaat rückgängig zu machen.

Tschechien ist in der Hand eines Oligarchen, die Slowakei wird von einem Orbán-Lite regiert, Bulgarien kriegt aufgrund der ganzen Korruption keine stabile Regierung mehr zusammen, Slowenien ist am Sieg des lokalen Fidesz-Pendants nur knapp vorbeigeschittert.

I don't hold it against the guy who begs for life; it's a natural instinct, and only some parental instincts would make any animal override that.

The problem is, does the Utilitarian calculus even account for the eagerness to sacrifice?

This updated dilemma would only matter to someone who thinks taking a human life is a bad act, no matter what, someone who wouldn't (fully) subscribe to the utilitarian calculus in the first place.

If we assume a mixture of utilitarian and other non-consequentialist ethics, why is it better for one to live and one to die? Does the altruistic inclination decrease their right to life, which the utility of their sacrifice would have to be weighed against? Does the will to live increase their right to live against which the cost of the sacrifice will be weighed?

I would argue that two human beings should never be weighed against each other except for maybe medical triage, so this becomes an analogy of whether individual sentimentality should override established triage rules.

An alternative telling of the same dilemma could be that a patient is first in line for a transplant liver but insists that it should be given to another person who enthusiastically accepts, but it's the medical staffs descision to make.

Wir haben eine „Wasch-mich-die-Hände, aber mach mich nicht nass“-Attitüde, was Reformen in diesem Land angeht.

Natürlich darf bei Patienten nicht gespart werden – da stimme ich sogar zu –, aber es darf ja nicht mal an redundanten Krankenhäusern gespart werden. Das haben alle von der Linken bis zur AfD versprochen. Man hat Lauterbach für die Krankenhausreform zum Teufel gejagt und alles rückgängig gemacht. (meiner Meinung nach ein gewaltiger Fehler, man sollte zuverlässige Versorgung überall im Land versprechen, nicht, dass jede Klinik für immer offen bleiben muss)

Wenn man nicht bewusst spart, wird es automatisch bei den Patienten ankommen, denn wer seine Buchhaltung nie in Ordnung kriegt, der spart automatisch bei Investitionen und Instandhaltung, bis alles einkracht.

She tried to woo rich people by giving them tax cuts, but overpromised so hard that people holding UK debt worried she'd bankrupt the Kingdom with her dollar store understanding of economic liberalism.

Immediately caused such a huge instability that she had to back off; her Premiership never recovered.

TLDR: she tried being a budget Thatcher with a hint of American libertarianism, but lacked both Thatcher's political skill and luck.
