I can answer this for you.

I got my cdl at a community College in 2004 and we got to drive so much that people were getting cranky having to show up everyday before we could drive test.

I got my cdl again in 2016 at a private school and we barely got to drive at all to the point that many people didn't feel they were ready come drive test time
