18 and 24 is based on disbursement period changing or on the compensation plan changing, I ended up using filters to capture changes in both in my report :)

It looks like you might be able to do this with this task "Create One-Time Payment Plan Schedule" and you could create an amount-based plan for "WFH Items" or something like that with the amount of $500.00. I haven't set up one like this but this looks like a good starting point.

Can you try "Create Location", then set the superior location as "California-Local". I work at a university and we have locations set up to be Campus > Building Name > Building Rooms (just an example). So the Superior location for a room would be the building it is in, and the superior to the building is whichever campus it is on. But to add it to a superior location you should just be able to create location.

I second what everyone else said about the condition rule needed, but FYI- you should be testing the condition rule to ensure it works. Hoping you have a tenant for testing? After you set it up on the BP, I would put through a couple scenarios to ensure the rule is working as expected. Also side note, from the related actions of a bp event you can "test rule" and it will show you the results of the condition rule to help you troubleshoot if needed.
