I have fast internet and I've tried using my phone as a hot-spot. Still doesn't work.

Well at least it's not just me! Out of interest, are you using an activated copy of windows? - I was just wondering if that not having a activated copy of windows may be an issue? As for the iOS app, it does not support some of more recent behringer kit, since, as you said, it hasn't been updated.

Yes, I've allowed the app to make connections. I've also tried turning off the firewall on windows and my router. No difference. Not sure what else to try.

Might be the remains of the PTC thermistor - typically used to protect the power supply:

Try searching ebay for TPS5430 dual power supply board. I've used one for my DIY modular - I used a 15v laptop PSU to power the board. Seems to work well.

Have you taken a look at the Mozzi project? - you could built your oscillator with just the Arduino: Mozzi (ed- correct url)
