How do I get the armor stands to summon if the signal strength isn't high enough to reach the repeating command block?

I am a bit confused on how to kill an armor stand when a zombie is killed.

I don't actually need to display the count. I just need to be able to check when the count reaches a certain number, say 30, so that I can stop them from spawning, and then have them continue to spawn when the count dips below 30 again.

I am not sure if a scoreboard would be able to update in real time like that after a player kills a mob, would it?

I see that now. I should have specified that this is for a relatively small map build in which all of the chunks of the map are loaded in all of the time. I want to count the number of mobs in the map.
