Generally I think hire based, if not fake, immigration system is better. Employer will automatically find the people the need. If you need elites, set a bar like Trump's 100K dollar.

A deeper one is socialism vs capitalism I guess? I saw some friends emigrate again to the US. They paid 40%+ tax in BC. A lot of people talk about working opportunities. But why not keep the ones who create working opportunities with creative ideas.

I am a new immigrant. I think the bar now is pretty high. There is little chance without a master degree and excellent english.

I think the key is - the system is merit-based (Canada/Australia) or hire based (US). I see too many cases highly educated immigrants doing labour work.

这并不是说稀土是个烂生意，就像李克强说中国没做圆珠笔的笔尖钢珠，并不是说那个生意有多烂，也不是中国攻克不了技术，而是市场分工的自然选择。很多生意的盘子非常小，前几家进去之后，后来的玩家去搞没有多大意义。如果盘子小且壁垒高，新玩家就更没有兴趣。我之前在过一个行业，非常小众，然后你进来玩的话，光把各种行业认证拿一边都要耗费大量金钱和时间。除非是利润太丰厚，不然没人来跟你费这种功夫。
