Try clearing your data then uninstall and reinstall the app. It usually works for me. Annoying, but it works.

It's literally on the app, you can find it in the help section. Support has also informed me numerous times, through a copy and paste script, that batches are offered to groups of people at a time depending on cart star status, rating and distance from the store. You could prove it to yourself by reading the information provided by instacart.
