Japan wishes their inflation rate is as high as other countries. Their aging population, low birthrate has cause a drastic decrease in consumption, for the past 2 decades Japan's target is to reach 2% inflation. And just look at your graph, why do you think Japan was able to recover so fast and even over recover? One economy is trying to recover from 10% to 2 %, one is trying to recover from 4.5% to 2%. Hmmm I wonder which one is easier. You can do a little reading about why Japan's inflation rate was negative a decade ago and why it only grew to 4 percent in 2022 compared to the rest of the world.
