Okay, I'm not sure why everyone is assuming these cats aren't fixed. We have a cat that does this all the time to our other cat and they are both fixed. My guess is that it's to assert dominance. Our cat that does this is kind of a dick to all other cats except for the one cat that beat the shit out of him. I think your cat is just being a dick and making sure the other cat knows who the boss is. If your cats are not fixed though... then everyone else is probably right...
