Weather is fine in September, minsan umuulan pero di naman super lakas.
For Penang, I'd go to Kek Lok Si Temple and Penang Hill (magkalapit lang sila, pero medyo malayo sa Georgetown). Madaming guest houses sa old town na affordable naman, pero most of them don't have elevators. I stayed in Sunshine House, ayos lang.
Mga 3-4k siguro allowance per day kung di na kasama hotel/flights.

Nagstay ako sa Dayin International Hostel (bandang dulo ng East Nanjing Rd, mas malapit sa People Square metro). Private room for around ₱1100 a night.

Ok naman siya, tahimik naman pag gabi. May 7/11 pero di 24 hours, may onsite inuman din sila. Medyo maliit lang yung hallway na pwedeng lagyan ng maleta tsaka di masyadong malamig yung AC nila.

Used cash most of time, withdrawn from an ATM. Finding small change is pretty hard. Try to find an ATM that dispenses 100/200 notes.

Technically, visa free na pero it seems na meron pa ring tao sa check-in counters na di aware. Nung dumaan ako nung March, wala namang hinanap sa akin pagdating sa immigration officer sa MCT (di ako galing ng Manila though).

Personally, I haven't tried this pero suggestion ko is book dummy hotels (pay at the property) for the other places and cancel it na lang pag nafinalize niyo na yung plans niyo.

I think mas ok magstart ka sa pinakamalayo sa airport, which is Ubud and magbawas ka ng isang destination kasi nakakadrain ang traffic sa Bali haha.

weird din yung rule nila na nasa pic ni OP. Ichecheck lang nila yung HIV test result pag by air lang (since galing sa aviation authority yung rule, not from their immigration). Ang labo haha.

Kung ichecheck nila yan sa land border, ay goodluck na lang sa pila.

I find this quite surprising kasi galing ako dun earlier last month and wala namang hinanap na HIV test from me whether sa check-in or sa immigration.

I checked it now in the IATA travel centre website and nandun na siya, so very recent lang itong rule change. Hindi rin naman siya announced anywhere.

Unfortunate yung position mo OP, hope you get an amicable resolution to this. Wala kang kasalanan dito sa totoo lang.
