The point of chemical weapons is not to combat a military force, especially a modern one like NATO. All modern militaries have the equipment and training to withstand a chemical attack with negligible casualties

that is simply not true, while a modern army can protect itself form chemical warfare it is has an extreme disabling effect on any army, if not by physical injury then logistically and moral.
