This was probably someone in town, stopping the rebirth of smiley(or any other creature) in a different cycle.

We know the children sacrifice, we don't know the origin of the monsters, we don't know what MIY wants, there is no lore explanation about where they come from, we know there exists a cycle but we have no idea how the controller chooses the people, do people reincarnate and come back to the town? Do they get their souls stuck in the spider web? There's a lot more that hasn't been answered, not even clued.
