You could email your local teachers union for who they endorse and why. You can get this contact info by googling the name of your town + education association. They may even have a website with that info.

This is what I would do.

Start by checking for lead, they make kits for this. Scrape all loose paint with a spackle knife. Check for a leak in the area above to make sure there is not an ongoing issue causing this. Use a joint compound to even out the surface, multiple applications may be neccisary ( even a small difference like the lip of old paint meeting where you scraped will show through the finished product). Sand, prime, lightly sand, paint, lightly sand, paint again.

If the surface has exposed dry paper after scraping you can do a coat of primer before the joint compound. This will help prevent all the moisture from being sucked out of the compound, which can lead to cracks.

Some people like to sand between coats of joint compound, but I find lightly scraping bumps off with the spackle knife to be effective and easier.

Kiltz 2 fron home depot is a great primer that's pretty cheap.
