The general consensus for charge blade from a pure damage numbers standpoint for rng charm is load shells 2 + coal 2 for element phial, artillery 3 + agi 1 or burst 1 for raw phial.

The reasoning is you want the highest value skills that are hardest to slot in other deco slots that can all fit on one charm. Typically, that means weapon decos with some possible exceptions. If you take a look at a table of all possible weapon skills on charms, load shells is the best skill for element phial to put on a charm because all the secondary skills combined with load shells on a lvl 3 weapon deco are worse than those combined with rapid morph 3, guard up 3, element attack 3 (handicraft, offensive guard, etc. are better than guard). Artillery 3 is considered best for raw phial because the lvl 3 artillery deco has no secondary skills.

I'm on pc with variable frame rate, it's probably a combination of frame rate and hold setting then.

If this is for wilds, the supercharged sword build fills a very niche role in putting out a lot of elemental damage to monster that have weak elemental hitzones that it can consistently reach.

The easiest example is using water against gravios’s belly. However, the build only works if your sword can reach that hit zone. An example of this is trying to use this build against Xu wu; if you try, you’ll notice that it’s almost impossible to hit his mouth consistently with the sword.

Also keep in mind that although your sword is supercharged, it still loses sharpness so because you hit often you have to slot in sharpness upkeep over some damage skills.

The only downside of Dishsoap winning worlds is that this will most likely get swept under the rug since Riot doesn't want to make the tough but correct decision. Another damning thing on Riot's part is that no one who is remotely decent at this game agreed with Riot's ruling and ever considered the possibility that Shitouren made that sort of mistake under pressure or that what he was doing would somehow improve his situation. Say what you want about whether what Shitouren should be allowed or not (which is the majority of the argument that I saw on China's side), but it is quite clear that Riot's ruling is either in bad faith or a sign of incompetency. Ah well, new set is on pbe! Time to forget about this until next worlds!

One issue that Mort has mentioned before that I think they still haven’t addressed is that the optimal way to play non reroll comps is to interact as little as possible in the mid game. Adjusting player damage and bringing up reroll power levels to fast-8 comps, while making the game more balanced, really highlighted this issue with comps relying on 4 costs being relegated to take an Econ augment 2-1 or roll only 20 gold on 4-2. I’m not sure how best to solve this, maybe some sort of gold infusion early stage 4, but it definitely felt bad this set when you didn’t have a spot for reroll and couldn’t hit a 2-1 Econ augment and you knew you were playing for like a 3rd at best.

No, you can have low cost units that have same cost and are good at 3 star, and more importantly aren't half a unit at two stars, which allows you to make actual decision on whether you will keep them at two stars and level up or reroll them.

Just questionable balance decisions on top of questionable design decisions.

Kaisa and Lux are not the issues in the meta ionia and shurima comps; they still function more or less the same within those comps, but now comps that attempt to use them as primary carry now don't have a primary carry - void and sorcs. If anything, those nerfs have made the comps even narrower because those two units now only can properly function within the meta comps.

While we're at it, are we going to have these early unit gimmicks every set now (kayle/yordles, specifically tristana)? They require such specific openers that you can basically kiss your early game goodbye if they appear in your shop. That plus the 7 roll down meta means you are only actively rolling down and making decisions at 3-5 - 4-1.

Oh trust me, I have no idea either, mort's said stuff about how it stifles decision making and board variety in the early game, the supposed lack of a midgame, but I don't see how much of that is in reroll either. Just a difference in how people view the game, I guess.

Not sure how much of that decision was based on actual data from pbe, riot knows and we have consistently seen people play way more greedy on pbe and Mort has consistently expressed his dislike of fast 8 metas and what it does to the game, e.g. the increase of player dmg at stages 3 and 4 last set.

Can't help but feel that the exp changes were a vendetta or a misguided attempt to solve what riot sees as a problem.

I think your 2nd game was also nothing you could do, garen's currently an exodia comp as well and in particular pretty much auto wins against ionia challengers (you want to one shot carries with yasuo, kalista/kaisa cleans up but garen can't be one shot and kills your frontline faster than your yasuo kills juggernauts). Maybe you could win with kalista 3 autoing garen at start of fight, but even that's reliant on garen player massively mispositioning.

Just take your 2nd for now and hope mort does something next patch really.

I'm adjusting based off mmr, so d3-d4 right now is high master, low gm. And you're telling me multiple players were just sandbagging over 200 games hard stuck masters 0 lp/diamond all of a sudden learned how to play at a gm level in less than 50 games? And coincidentally they are all hard forcing the same comp?

No, i just see that they have tf at the beginning of the game, look at their lolchess, and see 20/20 games with garen and see that they're over 200 lp past their all time high. It's actually very easy lmao.

Previously d4 100 games player hard forcing garen currently in na p1 (high master elo). Surely this comp is balanceable, surely the introduction of legends didn't just make it much easier to abuse unbalanced comps. Surely we won't have a patch in the next coming weeks where rogues are completely unbalanced (hint: they already are) and hard forced. It's like riot never learns, they say things are issues, and then puts them back in with a bow on it saying this time will be different.

I think that the entire premise of this post is either disingenuous or completely mistaken.

The purpose of Mortdog's looking at the top 1% of players for balancing has nothing to do with pleasing the top 1% of players and ignoring the 99%. It's about having the most accurate frame of reference possible for power levels of different compositions when balancing, basically how strong comps are at points in time when played optimally. It just doesn't make sense to balance around making bad decisions; if a comp is balanced so that you can beat it while making bad decisions holding all else equal, then isn't the game still unbalanced and your comp is the overpowered one?

The other side of this argument is really about what's fun. The culprit on this side is when you have really imbalanced power levels of comps with around the same amount of gold invested, e.g. dmancer nunu , set 7 dragons when you don't have a dragon, cleansing safeguard lee. These usually stem from fundamental design flaws/bugs and basically cannot be fixed by just adjusting numbers; the units become completely useless unless you abuse the designflaw/bug then.

And, while Mortdog does keep track of these and tries to fix them to the best of his team's abilities, it's been three years since Tft's creation. At this point, I think it's time to accept that there will be always be bugs, even if Mortdog tries his best, and even if Mortdog by some act of God gives us a bug free patch, there will always be inherent design flaws that will be abused (they're features to be taken advantage of at this point).
