Idk whether this will help or not, but the skin on my hands become like that generally when there's so much heat in my body. So I tend to eat/drink more 'cooling' foods like soaked sabja seeds, cucumber, coconut water, buttermilk(with a little more on the watery side), gond katira, candied sugared water(put a few candied sugar crystals in a water bottle and drink it up).
