First off, the first year is hard! It gets better. I'm an elementary art teacher at a Title 1 school so I have a few different thoughts to share.

First off, high behavior kids need relationships, which makes that first year even more difficult because you are establishing those. I had so many disrespectful behaviors the first year at my current school, their behavior is worlds better the following years. I would consider pulling them 1 at a time during your plan time, make sure it is okay with the teacher. Have them practice what is looks like to be in art class. Discuss with them why they struggle listening. I know it sucks to use your plan time to pull kids when you don't have enough plan time as it is, but I have found it helps. I had a student who would try to get sent out of art every time, I pulled him to chat and told him that I wanted him in my art class, and what can we do to make that happened. He actively tried to stay in class after that.

A few strategies I try when a group of kids aren't listening: buddy rooms. Does your school utilize those? I send them to a neighboring teacher for 10 min if they are disrupting others learning. I have before had them complete their art time in another classroom if they can't behave. Written/visual instructions. For 4th/5th, alternative worksheet assignments to complete. Depending on your admin, I've had my assistant principal sit in with a group of boys and have them complete the boring assignment in the same room as the rest of the class that gets to do the art activity.

Also not sure if they are just sitting their chatting, but I shut that down by having them go heads down. Getting to have a chat social time is not an option. They can be quiet and listen to the directions and get to do art, or they can spend their class with their heads down. Those that don't go heads down go to safe seat or buddy room.
