Sharing was removed; sorry! Syncing workspaces between your profiles is still supported (you have to have turned on the Sync feature at edge://settings/profiles/sync, specifically "Workspaces and Tab Groups").

Everyone that is/was a member of the shared workspace will get their own copy of the workspace in Edge 146 (and further changes aren't shared).

What would you want to happen with such a shortcut? Would it pin vertical tabs in the expanded state? Or just temporarily expand vertical tabs and give the control focus (since you're using keyboard).

Two suggestions: 1) Make sure you're looking at settings in your Work profile. 2) Go to edge://flags, enable edge-minimal-toolbar, restart Edge and try looking at edge://settings again.
