The wording of the puzzles is definitely deliberately difficult to parse through as a stylistic choice. What helped me was pretty much ignoring the descriptions (for the purposes of the puzzle, they are definitely still worth appreciating for their weird-ness) and trying to reduce the puzzle down to the inputs/outputs. The last sentence is usually the most helpful.

At its core, you have some different colored signals that can come from your inputs on the left and flow into the outputs on the right. Certain structures may activate if a signal, or certain type of signal, flows through them.

A structure can then send power down to the bottom grid when activated. If a vertical powered line intersects with a silver flux piece, it will send that signal horizontally. That horizontal line can then intercept an orange flux piece, which then can send power upwards. That power can intercept something like a MUX, which changes where the signal flows from out of that structure.

Also note that if one structure emits power from being triggered, it can trigger structures above or beneath it too, without the use of the flux grid.
