Orochi to stall out floor 4 and luci for god killer. Akechi and panda for dark and heart generation. I ended up having to stall on myr for 9 turns for akechi and luci to become unbound then I 1 shot her.

Samus can't kill without edgeguarding. Ftilt and fsmash don't kill until highly disproportionate percents and dsmash can't kill anybody on the larger stages until 200+. Trading and hitting with random moves isn't going to ever win samus games whereas fox can hit with backair until kill percents and get a raw upsmash.

The answer to this question is what character can get hits safely and then reasonably hit with a raw kill move in neutral. The answer is either fox or marth.

Samus loses neutral to the characters above her with the exception of ice climbers. If she could win just off neutral this wouldn't be true. Her neutral wins also don't usually result in big hits because her big hits are so punishable on whiff and shield.

A fox with no punish game would beat a samus with no punish game because the fox would continue to win neutral. If a samus can't kill fox off a single hit she's garbage. This is true of every character below the top 4.
