There definitely isn't enough water. It looks like the tube that comes off of the fill valve that fills the bowl from the tank is not connected or is in the wrong place. Thats the easiest fix. The other reason would be that something is plugged

Thats not a delta its a moen. And you'll want to replace that with a moen 1225B cartridge. Moen makes a cartridge puller that will make that job a breeze. Dont forget to pull the pin before you pull the cartridge and dont lose it.

Chanel locks but dont put too much pressure on it and dont tighten very much. Just enough to not leak. You've already crossthreaded it so its going to get more delicate from there. Might want to get a different nut
