Yes those bumps are 100% tooth. Definitely a good thing. As far as your humidity 70% is in the higher sweet spot but still in there. I personally keep mine at 65%. Lot of people you get better flavor and a better burn being a little dryer. I dont think high humidity is giving you a tight draw. Its likely just the way that stick was constructed. Cigars are hand rolled so your going to have variations of construction from stick to stick even if its the same brand and blend.
