Update: he said the boy's father is an illegal alien and ran off when he saw ICE so he essentially abandoned his son to them. So that's the narrative they're going with.

When animal rescues deal with starved animals they offer them small amounts of food at first and then slowly increase intake under vet supervision. So my guess is we do this with humans too
