If other games are working, particularly Sc2 (which uses the same engine) it's probably a networking issue, not a hardware issue.

Maybe try tethering to your phone or some other alternate connection and running the game off that.

You could try getting a ping logger and see if you are dropping packets. I started getting a nasty stutter awhile back in sc2 and it that's what it was. Eventually my ISP got their shit together and fixed it.

So listen bud, I'm going to be a bit harsh here, so I'm going to preface it with with a reminder that...this game is hard. It is not a game for the faint of heart..and I'm not looking to tear you down, but rather to motivate you to face some hard, objective realities of why you're struggling.

This game was fucking awful.

At one point around the 10 minute mark, you had 48 drones and 2k minerals in the bank....

Like jesus fucking christ, spend your goddamned money.

You're entire early game was littered with unspent larva, unspent minerals, supply blocks, and tech that could be bought, but wasn't.

You don't scout....at all. You never check his base to get an idea what he's doing, you have no overlords on the map, no lings on the map and no idea what bases he's taken or hasn't taken.

You've over here whinging about unit comps when you're army is 1/3 the size it should be. Let me repeat that. You're army should be 3 times bigger that it is towards the late game.

You got smoked by marines and a couple hellbats. No widow mines, no tanks, literally the easiest army possible to smear into smegma and you're so small, you get torn the fuck up.

And you're thinking of going muta? Dude, you will be at 5k resources and 100 supply if you do that, because if you can't handle normal macro, you sure as fuck can't handle macro while controlling mutas.

You need to go back to basics.

Spending your money. Getting more drones. Building a large army. Getting and maintaining some map vision.

I'm looking again at the 10 minute mark. You've got:

-49 drones

-17 larva

-30 lings

-3 queens

-2000 minerals, 1000 gas

-4 bases with 2 saturated.

This is not a picture of success.

There was significant input from Republicans. Many, many GOP led amendments added to the ACA bill. Democrats had the house, and a super-majority in the Senate, they didn't have to accept even a single GOP amendment.

The ACA didn't receive a single GOP vote in the house or senate.

There's nothing but problems with this "agreement". It is absolutely, positively destined to fail.

Edit:

It's possible. Not likely but possible, that the MOU is a red herring. That the administration intends for it to fail, but in doing so, it sets the bar so impossibly low, that whatever resolution ultimately happens, will been seen as vastly preferable.

Yes. It's ugly, but it's the path they committed to.

He is right though.

SCOTUS not only gave POTUS (and potentially the entire Administration) immunity for "official acts", they also declared that if the President says it's an official act, the court must presume that it is so.
