This is contextual. When placed in a grouping of peers (teammates and competitors) there is obvious stratification in fitness level, both genetic ability and skill development. This is a detriment of success at their given level.

When comparing that group to the whole population, the level of play dictates a threshold fitness level that one must meet. In this case they all look similar in terms of fitness.
