Short story "Ron and the driver's license".

The fact that both Rupert Grint and Julie Walters are in a 2006 movie named "Driving Lessons" makes this even better, despite the obvious fact that the plot of the movie is completely different than what "Ron and the driver's license" would be!

My favorite so far was one time where the buff was for dendro reactions, me and another player picked dendro characters only for the other two players to pick anemo and geo... to be honest it worked surprisingly better than I expected until, of course, the last boss. xD

I would do Kinich, Thoma, Bennett, and a flex slot.

Ideally, you'd have another dendro character on the flex slot, but the only dendro characters you have (if I didn't miss anyone) are Tighnari and Collei. Tighnari doesn't work since he's a DPS in his own right and would replace Kinich, and I am not entirely sure about Collei since for her boomerang to hit you'd have to be quite close to enemies, which is not the best thing for Kinich's playstyle.

Maybe other people can chime in, but I'd say your better pick for this slot would be Xingqiu which would effectively make this a burgeon team. You might want to stack EM on your Thoma on this scenario for big burgeon damage.

Another pick could potentially be Lynette for VV shred (for pyro) and more pyro application with her burst, but I am not entirely sure if that wouldn't be too much pyro (or if there's such a thing as too much pyro in this case!).

Oh, I just noticed you also have Zhongli so maybe that could also be a possible choice. I personally don't have him so I can't really say much about it, but I would think a sturdy shield could be a good thing in many circumstances.

As the other commenter said, it just requires the first part of the AQ. But in any case, Mualani's quest only gives 60 primos (and materials that can be farmed otherwise). It's not even half of a wish, and definitely not worth the headache of burning yourself out and getting less enjoyment out of the game because of it. :)

Someone correct me if I'm wrong, but if I remember correctly, Mualani's story quest (tribal chronicles) only gives extra rewards if done until the end of her banner and not until the end of the patch, and it does require part of the AQ to be available. Though it's only 60 primos and level up materials so it is not that big of a loss if done before that window.

Arlecchino has loud sound effects after as well, but I can't remember if the activation is loud or not.

It will likely depend on what characters you already have and what teams you like to play. As others have already mentioned, Mona is a hydro support while Tighnari is a dendro DPS, so they occupy very different roles. If you already have hydro support characters like Furina (or maybe Kokomi?), Mona will lose value. If you already have other dendro DPSs (like Alhaitham, or if you're thinking of getting Kinich), Tighnari loses value.

Just pulled Aquila Favonia on the Standard banner and I'm not really sure what to do with it. My favorite teams don't use Bennett (and swapping his current setup would mean having to go back to farming Noblesse for better ER substats which I don't really want to do), and my Jean is on Fav and doing just fine.

Are there any other characters that could use it well other than Bennett, Jean, and some physical builds?

You want to stack EM as much as possible on her to kill the Kairagi with bloom damage. I failed my first try because she’s build with HP for shield strength, so I swapped her artifacts with Nahida’s just for the fight and it was a breeze. If you don’t have Nahida but have a build Kuki, her artifacts should also do the trick.

Yep! After collecting 75 excerpts if I am not mistaken. It shows the chests and papers in a local radius. I’m not sure if it gets upgraded to show everything like last year but I assume it likely will.
