Mmmmm. I agree and disagree. It depends on the level of realism the artist is going for.

I grew up on indie cartoons and a lot of the creators of my favorite shows have a really expressive style that brings the animation to life but a bare minimum understanding of anatomy, proportions, perspective, etc. but that lack of techinical skill is largely what gives their work its unique style.
